Game Report:

Hala started in 2nd seat and played this on cheap occ spot. He put 2 Stone on SP, 2 Reed on cheap occ (occupied by him), 2 Clay on RSF (which was already occupied by me) and 2 Wood on Fences.

With his second action, he took SP and 2 Stone. With his first action next round, he took RSF and 2 Clay. In the next round, Hunter took cheap occ and bought the 2 Reed for 2 Food. Later, Hala was first to fence and received the 2 Wood.

So, Hala received 2 Stone the same round he played this, 2 Clay and 2 Food the next round, and received 2 Wood when he built fences.

Also in standard agricola wording, it seems enough to say "any player can pay you x food to take the resources while using the corresponding action spaces."
It goes without saying that paying yourself = not paying.
