we should require it be orthogonally adjacent to at least two rooms and increase the cost.
That'll be more reasonable 2/4/6 VP for 3/4/5 rooms.

agrigal, this is a Netherlands-themed deck, so I'd prefer a Dutch painter.

That does not matter.
The action you are not spending to fill those space can generate points in other ways, so it's not a lost, you cannot deduct them from the value of this card.
