Reducing the required occupations by 2 would be pretty dangerous: it would give you a fairly easy Round 2 Animal Pen or Quarry. tacticus

this gives you a free (major or minor improvement) action. so don't lose an action when playing it. i never play academic, but i would use this quite often, and be it just to build the first fp in round 2.
