What if I finish my farm via the Fence Deliveryman during the same "start of round" that somebody else finishes via Plow Driver; was either of us the first to use all of our farmyard spaces?

Aesthetically, I'm skeptical of cards that are limited by "stage" (or "round"); it feels arbitrary and artificial.

I'd prefer something like, "You may immediately take a 'Fences' action. If there are 9/6/3/1 complete rounds to be played, the first 4/3/2/1 fences are free. If you are the first player to . . ." Choose whatever numbers make a compelling enough case for this to be played early.

This does also feel like a natural goal for the 4/3/2/1 wood occupations (as mentioned by ss).
